采用單一來源采購方式的原因及說明： 8米L4高級別自動(dòng)駕駛示范運(yùn)營公交車輛采購項(xiàng)目于2025年09月01日在上海政府采購網(wǎng)(http://www.zfcg.sh.gov.cn/)發(fā)布公開招標(biāo)公告，于2025年09月01日至2025年09月08日，每天上午00:00:00-12:00:00，下午12:00:00-23:59:59（北京時(shí)間，法定節(jié)假日除外）接受供應(yīng)商報(bào)名并獲取招標(biāo)文件，截止至報(bào)名截止時(shí)間，僅有上海申沃客車有限公司報(bào)名并獲取招標(biāo)文件。本項(xiàng)目于2025年09月09日發(fā)布延期公告，將招標(biāo)文件獲取截止時(shí)間延期至2025年9月26日23:59:59。截止至投標(biāo)截止時(shí)間2025年09月28日 09:30，本項(xiàng)目有且僅有上海申沃客車有限公司報(bào)名、獲取招標(biāo)文件并參與投標(biāo)，本項(xiàng)目于2025年10月14日發(fā)布廢標(biāo)公告。經(jīng)組織專家論證，本項(xiàng)目招標(biāo)文件不存在傾向性及排他性，采購需求設(shè)置合理，符合相關(guān)法律法規(guī)及行業(yè)技術(shù)要求。鑒于上述情況，專家組建議本項(xiàng)目采用單一來源采購方式向上海申沃客車有限公司進(jìn)行采購。根據(jù)政部令第87號第四十三條：“公開招標(biāo)數(shù)額標(biāo)準(zhǔn)以上的采購項(xiàng)目，投標(biāo)截止后投標(biāo)人不足3家或者通過資格審查或符合性審查的投標(biāo)人不足3家的，除采購任務(wù)取消情形外，按照以下方式處理：（一）招標(biāo)文件存在不合理?xiàng)l款或者招標(biāo)程序不符合規(guī)定的，采購人、采購代理機(jī)構(gòu)改正后依法重新招標(biāo)；（二）招標(biāo)文件沒有不合理?xiàng)l款、招標(biāo)程序符合規(guī)定，需要采用其他采購方式采購的，采購人應(yīng)當(dāng)依法報(bào)財(cái)政部門批準(zhǔn)?！?，本項(xiàng)目招標(biāo)文件沒有不合理?xiàng)l款、招標(biāo)程序符合規(guī)定，為保障采購工作的正常進(jìn)行，本項(xiàng)目擬采用單一來源采購方式向上海申沃客車有限公司進(jìn)行采購。

Reason and Explanation：The procurement project for 8-meter L4 high-level autonomous driving demonstration operation buses issued a public bidding announcement on the Shanghai Government Procurement Website (http://www.zfcg.sh.gov.cn/) on September 1, 2025. From September 1, 2025, to September 8, 2025, suppliers were accepted to register and obtain bidding documents from 00:00:00 to 12:00:00 in the morning and from 12:00:00 to 23:59:59 in the afternoon (Beijing time, excluding statutory holidays). By the registration deadline, only Shanghai Sunwin Bus Co., Ltd. had registered and obtained the bidding documents. The project issued an extension announcement on September 9, 2025, extending the deadline for obtaining bidding documents to 23:59:59 on September 26, 2025.
