Reason and Explanation：The Vehicle Supplies (Vehicle Diesel Oil) Procurement Project (Package 1: Internal to Public Transport) released its first bidding announcement on the Shanghai Government Procurement Network on August 29, 2025. By the deadline for submission of bidding documents (3:00 p.m. Beijing Time, September 25, 2025), only PetroChina Company Limited Shanghai Sales Branch had uploaded its bidding documents. The project released its second bidding announcement on the Shanghai Government Procurement Network on October 29, 2025. By the deadline for submission of bidding documents (2:00 p.m. Beijing Time, November 25, 2025), only PetroChina Company Limited Shanghai Sales Branch had uploaded its bidding documents. Subsequently, the project released an abandoned bidding announcement on the Shanghai Government Procurement Network on December 15, 2025. Upon expert evaluation and verification, it is confirmed that the bidding documents of this project contain no tendentious or exclusive provisions. The procurement requirements are reasonably formulated and comply with relevant laws, regulations, and industry technical standards.
